When delivery managers or project managers are staffing the project and allocating human resources to project tasks they encounter the following challenges highlighted by the interview respondents: high competition between projects over skilled specialists, lack of resources with necessary skills, need for fast learners and high impact of external factors on resource management. The most commonly found challenges during the process of monitoring resources are the incorrect estimations of team workload, dealing with scope creep, overtime work and monitoring workload of a geographically dispersed team.

7 RECOMMENDATIONS TO IMPROVE HR ALLOCATION IN IT PROJECTS based on Vitali research:

  1. Resource management responsibilities should be clearly defined to avoid any communication issues and confusion in the team

  2. Delivery manager needs to develop a communication plan with a client to be able to estimate the project scope and get resource requirements as early as possible.

  3. It is highly important in order to finish staffing the project in time.

  4. Lack of information about the project scope can lead to serious issues later in the process of resource allocation.

  5. Preparing a resource risk response plan is an important step of resource planning process. All the risks should be estimated and a risk budget prepared

  6. It is considered a best practice to perform quarterly reviews of project resource plan and identify any discrepancies in the workload. The resource plan updating procedure should be simplified and the effective workforce management tool should be available.

  7. Another important aspect of resource planning and allocation is providing enough opportunities for employees to learn and develop new skills.
