It becomes apparent when the demand in order in projects gets higher or complexity level of IT projects increases which makes it harder to control the processes happening between team members or client efficiently thus requiring more professional management of the company projects. These obstacles can not be any longer tolerated like:
Challenge of transition from simple to complex projects due to increase of client orders (incraese in scope, complexity and delivery risk)
Missing order in project managers working style
Chaotic or totally free cross-functional cooperation between teams in project that is strongly dependend on project manager’s personality as well as his/her management rituals
Low motivation of project manager and team

Solutions suggested on resolving the problem:
Make a research before IT solution implementation about how the management tool could be implemented in the company. Discuss with the team if it is really required, maybe there are other solutions possible
Train the employees on how to use the new tool and solve the problems face-to-face when required
Do not overwhelm team members with all the steps seeking perfection
Seek to use the most useful IT solution functions at first and less useful functions later
Explain and discuss why the management tool is required in the company. Everyone using the tool must know why they are using it the management should show the example to lead the employees
